Engineer might not have the raw power other Sandstorm attackers have with "only 90 base Attack", but the fact that its Sand Rush and Sand Force makes Engineer rise to the top. It also gets Bulk Up and Shift Gear to boost his stats even further. And with his useful Rock typing, which means his Special Defense gets boosted in Sandstorm, it is suddenly not that low anymore. Engineer already has great Defense, too, so he can actually take a hit, unlike our Sandstorm friend Excadrill in regular Pokemon battles.

This set is the best Engineer set you run, although it only works in Sandstorm. It uses Engineer to its full potential. With Slack Off, it can keep its health safe, and so safely get in a few Bulk Up boosts and get ready to deal more damage with his two attacks, while also taking more hits. It is possible to use Rock Blast over Rock Slide to break subs.

In contrary to the previous set, this one tries to use Engineer's offensive potential via Shift Gear, also in Sandstorm. Because Shift Gear can already boost Engineer's Speed to high numbers, you do not really need to have Sand Rush, which means you can use Sand Force to strengthen Rock Slide or Rock Blast and Earthquake further (and Gear Grind if you have that). Gear Grind can be used to break subs, although Brick Break offers better coverage. The choice is yours.
Other Options
Toxic, Stealth Rock, Thunder Wave, Payback, Metal Burst.
Toxic can be used because Rock Slide and Earthquake do not deal good damage to some targets if you lack the needed number of Bulk Ups.
Since Engineer gets Stealth Rock, you can give it that and use Engineer as lead instead.
Thunder Wave is always useful to paralyze foes, no explanation is needed.
Payback hits nicely if you choose not to give Engineer Sand Rush, but this means he will lack a lot of Speed.
Lastly, Metal Burst is an option if you have a slow Engineer as well.
Checks and Counters
The sad part of Engineer's story is that he is countered by quite a lot in the Fundex. Minoriko walls both Rock Slide and Earthquake with her Grass/Ground typing, and can hit super effectively with both types, making her the prime counter to Engineer. And even if Engineer manages to damage her a lot, she just Rests the damage away. Anything that resists Rock Slide and/or Earthquake and can hit back super effectively should be a counter to Engineer as well. If he has Bulk Up boosts, however, mind that special attackers will of course have higher damage output.
