Stealth Norris has very high stats (for even Uber standards, maybe) and a good enough movepool to use the stats with. Like everyone else, he gets walled by Swadner and Weegee, but thanks to Adaptability and 195 Attack his damage output is incredible. On top of that, Drain Punch will heal a lot of HP on each use, and Taunt can effectively shut the walls down.

The ultimate set for Stealth Norris. Stealthy Kick and Drain Punch are for STAB and healing (the latter, of course), Earthquake is for coverage and Round House Kick is an insanely powerful one-use priority move. Taunt can be put in the last two slots to shut down the walls. Payback is a great option over Earthquake because it allows Stealth Norris to damage Giygas, who otherwise laughs at him. The EVs allow Stealth Norris to sweep the best as possible. Leftovers are the preferred item, but a Life Orb can also be used for even more damage.
Other Options
Bulk Up, Stealth Rock, Toxic Spikes
Bulk Up allows Stealth Norris to boost his Attack without the need of being Baton Passed to.
Stealth Rock and Toxic Spikes can be ran on a leading set, although Essej is the preferred lead.
Checks and Counters
As mentioned earlier, Giygas walls Stealth Norris easily if it doesn't run Payback. Round House Kick is only one-use, so it isn't to be relied on to beat Giygas with. Swad can stall Stealth Norris with Leech Seed and Will-o-Wisp, while Weegee cannot do much besides using Night Shade for damage. Essej is faster and can use DynamicPunch or Hi Jump Kick for a lot of damage, while the slower Malleo can use Flamethrower for a big dent against Stealth Norris.
